二是按照《住房和城乡建设部国家发展改革委关于进一步加强城市与建筑风貌管理的通知》等文件要求，将超大体量公共建筑、超高层地标建筑、重点地段建筑和大型城市雕塑作为城市重要项目进行管理，建立健全设计方案比选论证和公开公示制度，对于不符合城市定位、规划和设计要求或专家意见分歧较大、公示争议较大的，不得批准设计方案。
