  Credit card late payment fee changed to liquidated damages

  On January 1, 2017, the Notice of the People’s Bank of China on Credit Card Business was implemented. The new regulations have relaxed the previous restrictions that "the maximum interest-free repayment period cannot exceed 60 days and the minimum repayment amount cannot be less than 10%", and changed to the discretion of the issuing bank.

  "Late payment fee" is changed to "liquidated damages". If the cardholder fails to repay the loan within the time limit, the card issuer shall agree with the cardholder whether to collect liquidated damages through agreement.

  The new regulations also stipulate that the limit for ATM machines to handle credit card cash withdrawal business will be raised from the current accumulated RMB 2,000 per card per day to RMB 10,000.

  Letting passengers "wait" in the plane is considered as "on-board delay"

  The Regulations on Normal Flight Management came into effect on January 1, 2017. It stipulates that when there are three kinds of flight delays, air transport enterprises should provide meals or accommodation services to passengers:

  1. Due to the carrier’s own reasons such as maintenance, flight deployment and crew, the departure of the flight at the place of origin is delayed or cancelled;

  2. Delays or cancellations of domestic flights at stopovers;

  3. Domestic flights are alternate.

  Passengers who delay accommodation due to weather should take care of themselves.

  The regulations also point out that due to weather, emergencies, air traffic control, security check and other non-carrier reasons, the carrier should assist the passengers in arranging meals and accommodation at their own expense.

  In the regulations, it is defined as "on-board delay" when passengers wait in the aircraft for more than the ground taxiing time specified by the airport from the time after the flight door is opened to the time before takeoff or from the time after landing to the time before opening the door.

  If the delay on board exceeds 2 hours (inclusive), drinking water and food shall be provided for the passengers on board. If the flight is delayed for more than 3 hours (inclusive) and there is no clear departure time, the air transport enterprise shall arrange passengers to get off the plane and wait without violating the aviation safety and security regulations.

  Civil aviation security inspection: carrying valuables is not allowed for public security inspection.

  The new version of the Civil Aviation Safety Inspection Rules was officially implemented on January 1, 2017. The new regulations stipulate that, for example, passengers with valuables, pacemakers and disabled passengers, civil aviation security agencies can conduct private inspections, which are generally carried out by two or more security inspectors of the same sex as passengers.

  Although the trend of manufacturing in Africa shows some signs of slowing down under the downward pressure of the global economy, the index remains at the critical point of around 50%, indicating that the current African economy remains relatively stable and has certain development potential.
