  In order to speed up the construction of Beijing International Science and Technology Innovation Center and Zhongguancun World’s leading science and technology park, give full play to the important role of science and technology business incubators in promoting the transformation of scientific and technological achievements, accelerate hard technology entrepreneurship and serve the development of high-tech industries, and create an open and innovative ecology with global influence, this guidance is formulated.

  I. General requirements

  (A) the guiding ideology

  Focus on the frontier and upgrade the paradigm. Strengthen urban linkage, focus on the layout of "three cities and one district" and Zhongguancun demonstration zone, and promote in-depth cooperation and linkage development between incubators and industrial parks.

  Link the world and open collaboration. Adhere to the global vision, deeply link, gather and integrate global innovation and entrepreneurship resources, accelerate integration into the global innovation network, and build an efficient, collaborative, open and inclusive business incubation ecosystem. Deepen regional linkage, strengthen Beijing-Tianjin-Hebei collaborative incubation, and explore the formation of a new model of cross-regional incubation relay.

  Market-led, government-guided. Give full play to the main role of the market, encourage technology business incubators to continuously strengthen platform construction, improve investment and financing services, and optimize their operation modes. Strengthen policy guidance, establish a dynamic management mechanism, strengthen monitoring and evaluation, and further enhance the incubation capacity and service efficiency.

  (3) Development goals

  By the end of 2027, a gradient continuation business incubation system will be formed in the whole city, with the demonstration and guidance of benchmark incubators, the backbone support of municipal technology business incubators and other technology business incubators with complete functions.   (A) for the world’s leading edge of science and technology advanced deep incubation

  Support incubators to actively connect with innovative forces such as national strategic scientific and technological forces and top strategic scientists, and accelerate the transformation and incubation of original innovative resources around frontier technical fields such as quantum information, life sciences and aerospace technology. Encourage incubators to improve the efficiency of business incubation, accelerate the incubation of a number of national high-tech enterprises and other hard-tech enterprises, effectively release the energy of scientific and technological innovation, and strongly support the innovation and development of high-tech industries.

  (C) Support leading enterprises to accelerate the construction of industrial ecological circle through incubation.
