  The Opinions of the Central Committee of the Communist Party of China and the State Council on Keeping the Land in contract relationship Stable and Long-term Invariant has been officially announced recently. At the press conference, Han Changfu, director of the Central Agricultural Office and Minister of Agriculture and Rural Affairs, said that the Opinions clearly defined the basic direction of consolidating and improving the household contract management system and the basic principles of maintaining the long-term stability of the land in contract relationship, which is a major declaration on rural land policy, an important system design that takes care of both the present and the long-term.

  Han Changfu said that there are three main tasks in organizing and implementing the Opinions of the Central Committee of the Communist Party of China and the State Council on Maintaining the Stability and Long-term Invariance of Land in contract relationship. One is to send certificates to farmers. Since 2014, the Ministry of Agriculture and Rural Affairs has started to promote the registration and certification of contracted land ownership. After six years of concentrated efforts, this work has been basically completed. At present, the certification rate is over 94%. The next step is to continue to do a good job of sweeping up the tail, so that all should be issued, and the contracted land of farmers should be clarified and further determined.

  The second is to improve supporting laws and policies. In accordance with the newly revised Rural Land Contract Law, we will promptly revise and improve the Measures for the Management of Land Management Right Transfer and other relevant supporting laws, regulations and policies and measures, and carry out land contracting and contract extension according to law.

  The third is to carry out the pilot project of extending the package. It is planned to carry out the second round of land contract extension after expiration in some counties, mainly those that have expired in advance. Through the pilot, guide the grassroots to explore specific measures to extend the package. Regarding the extension of the contract, before the implementation of large-scale operation, the central government and relevant departments will also issue guidance.
