In order to thoroughly implement the spirit of the important instructions of the Supreme Leader General Secretary on the protection of intangible cultural heritage and the work arrangements of the CPC Central Committee and the State Council on consolidating and expanding the achievements of poverty alleviation and effectively connecting with rural revitalization, according to the relevant requirements of the Opinions on Further Strengthening the Protection of Intangible Cultural Heritage issued by the General Offices of the General Office of the Central Committee of the CPC and the State Council, The Ministry of Culture and Tourism, the Ministry of Human Resources and Social Security, and the National Rural Revitalization Bureau, on the basis of intangible cultural heritage (hereinafter referred to as "intangible cultural heritage") helping poverty alleviation, continue to promote the construction of intangible cultural heritage workshops (formerly intangible poverty alleviation employment workshops), strengthen intangible cultural heritage protection, promote employment income, consolidate poverty alleviation achievements, and help rural revitalization. The relevant matters are hereby notified as follows:
First, clearly identify the conditions.Intangible heritage workshops refer to various business entities and production and processing points that rely on intangible heritage representative projects or traditional handicrafts to carry out intangible heritage protection and inheritance and drive local people to find jobs nearby. The identification of non-legacy workshops should meet the following conditions: first, relying on one or more non-legacy representative projects in the region, or traditional handicrafts with distinctive features and certain mass base and market prospects to carry out production; Second, it has the conditions such as the site, water and electricity heating, tools and equipment that can carry out production; The third is to focus on the poverty-stricken population and the monitoring and assistance targets, and to attract and drive the poverty-stricken population to obtain more jobs with good results. Specific conditions can refer to the local employment assistance workshop identification standards, combined with the actual production and operation of non-legacy workshops to reasonably determine the venue, absorb the number of people driving employment and other conditions, continue to do a good job in employment assistance for people out of poverty, monitor the help targets, consolidate and expand the results of poverty alleviation, and help comprehensively promote rural revitalization.
Second, carry out selection and identification.Support willing enterprises, cooperatives and leaders to set up non-legacy workshops in poverty-stricken areas, key counties for rural revitalization, and ex situ poverty alleviation relocation and resettlement areas. Provincial departments of culture and tourism shall, according to the accreditation conditions, formulate the accreditation measures for non-legacy workshops in the region in conjunction with the human resources and social security and rural revitalization departments at the corresponding level, give play to the role of policy guidance, encourage social forces to actively participate, and promote the construction of non-legacy workshops. County-level cultural and tourism departments should work with human resources and social security and rural revitalization departments at the same level to carry out the selection and identification work, and record qualified non-legacy workshops into the county-level consolidation and expansion of poverty alleviation achievements and rural revitalization project library, and implement various preferential policies for employment assistance workshops. Non-legacy poverty alleviation and employment workshops that have been established in poverty-stricken areas will be included in the support scope of non-legacy workshops in accordance with the regulations. Encourage other regions to build non-legacy workshops and explore ways to help rural revitalization. The recognized non-legacy workshops should confirm or update the registration information to the county-level cultural and tourism departments every year, and the non-legacy workshops that have not confirmed the registration information for two consecutive years will automatically cancel their qualifications.
Third, extensively absorb employment.Give full play to the advantages of non-legacy workshops as an important means to broaden employment channels, focus on the characteristics of local demand, and vigorously develop home employment and flexible employment positions such as manual production, processing and manufacturing, so as to provide more employment opportunities at home for the local area. Focus on poverty-stricken people and low-income people in rural areas, give priority to attracting them to non-legacy workshops for employment, and implement social insurance subsidies and local preferential policies to support employment assistance workshops according to regulations. Support non-legacy workshops to cultivate characteristic labor brands and improve the employment quality of non-legacy workshop personnel.
Fourth, strengthen skills training.According to the employment needs and skills needs of people in poverty-stricken areas, we will carry out traditional manual vocational skills training based on non-legacy workshops, and implement relevant subsidy policies in accordance with regulations. Combined with the needs of non-legacy workshops, the characteristics of poverty-stricken people and monitoring and helping objects, we will further enrich various training activities such as centralized training, practical training, order-based training, on-site training and distance training, so as to effectively improve the skill level. Set up non-legacy skills competitions in various vocational skills competitions, carry out relevant skills exhibition and exchange, and strengthen the construction of non-legacy talents to revitalize rural areas.
Five, cultivate outstanding leaders.In the training plan of non-genetic inheritors in China, special training courses are offered for the leaders of non-legacy workshops. Encourage China non-genetic inheritors to participate in the research, training and exchange activities for non-legacy workshops. Support the leaders of non-legacy workshops to participate in the training of high-skilled talents training bases. Policy support such as tax reduction and exemption, venue arrangement, business guarantee loans and interest subsidies, one-time business start-up subsidies and business start-up training subsidies will be given to qualified non-legacy workshop leaders according to regulations. Support outstanding non-legacy workshop leaders to build skill master studios and give financial support. Promote the cultivation of outstanding non-legacy workshop leaders into rural culture and tourism talents, rural craftsmen and non-legacy representative inheritors.
Sixth, enhance the competitiveness of products.Support the participating institutions of China Non-genetic Inheritor Training Program to help the non-legacy workshops, and help the non-legacy workshops to improve product quality and design level on the basis of respecting excellent traditional culture, regional cultural characteristics and national traditions. All localities should tilt the institutions participating in the assistance action in the annual task formulation and outstanding achievement selection of China non-genetic inheritor training plan. All localities should strengthen exchanges and mutual learning, explore work paths according to local conditions, support intangible cultural heritage workshops to rationally use various means such as copyright, trademark rights, patent rights and geographical indications, strengthen intellectual property protection, and cultivate well-known brands of intangible cultural heritage workshops with local characteristics. Encourage non-legacy workshops to introduce modern management systems and methods to improve productivity and market competitiveness.
Seven, expand sales channels.Establish a catalogue of products of non-legacy workshops (hereinafter referred to as the "catalogue"), and set up special exhibition and sales platforms in important exhibition activities such as Chengdu International Non-legacy Festival in China and China Non-legacy Expo to help catalogue products connect with various enterprises and realize order transactions. Promote the establishment of a long-term and stable cooperative relationship between catalog products and online sales platforms, and coordinate the platform to give support to catalog products in terms of traffic delivery, publicity and promotion, live broadcast and product selection in sales activities such as "Intangible Heritage Shopping Festival". Incorporate catalog products into the scope of cultural consumption and embed them in various consumption places. The qualified catalogue products will be included in the category of consumer assistance. Encourage non-legacy workshops to dig deep into the cultural connotation of the region and produce traditional handicraft products with characteristics. Encourage in A-level tourist attractions, historical and cultural blocks and other places to provide support for the construction of production experience and sales platforms for non-legacy workshops in scenic spots and blocks.
Eight, do a good job in publicity and promotion.Fully mobilize all kinds of media, comprehensively use media platforms such as internet, newspapers, magazines, radio and television, and carry out in-depth reports, column reports and follow-up reports around outstanding non-legacy workshops and leaders in the region. Support non-legacy workshops and related enterprises to use short videos, live broadcasts and other forms to tell the regional and national characteristics of products, as well as the cultural connotation and craftsman spirit contained therein. Relying on the rural tourism maker base, we will promote the combination of the construction of intangible cultural heritage workshops and rural tourism, and cultivate research tourism projects with distinctive characteristics and local humanities. The Ministry of Culture and Tourism will regularly publish outstanding cases of the construction of non-legacy workshops and carry out centralized publicity and promotion.
Nine, strengthen organizational leadership.Incorporate the construction of non-legacy workshops into the rural revitalization work system in this region, establish and improve the working mechanism, clarify the work tasks, responsible units and responsible persons, conduct regular consultation and communication, inform the progress of various work, coordinate and solve the difficulties and problems encountered in the construction and operation of non-legacy workshops, promote the sustainable development of non-legacy workshops, and create more employment opportunities. Support the eastern region to carry out research, exchange and counterpart aid activities related to the construction of non-legacy workshops based on the cooperation and counterpart support mechanism between the east and the west. The cultural and tourism departments should take the lead in the construction of intangible cultural heritage workshops, promote the protection and inheritance of intangible cultural heritage, and organize personnel training, product design, production and sales, publicity and promotion. The human resources and social security department should work with the rural revitalization department to implement relevant support policies for non-legacy workshops and give full play to the role of attracting and promoting employment. The rural revitalization department should record the qualified intangible cultural heritage workshops into the county-level consolidation and expansion of poverty alleviation achievements and rural revitalization project library, and give corresponding support.
Ten, strengthen the tracking management.Conduct regular surveys, strengthen information sharing among departments, and timely connect relevant information of non-legacy workshops. The cultural and tourism departments shall, together with the human resources and social security departments, monitor the survival and development of non-legacy workshops in real time, and provide continuous guidance and support to non-legacy workshops. The rural revitalization department should timely provide the intangible workshop to absorb and drive the people out of poverty and monitor the situation of the helping objects, and the intangible workshop should record the achievements of consolidating and expanding poverty alleviation at the county level and the rural revitalization project library to realize the dynamic update of information. The provincial cultural and tourism departments should regularly count the information on the construction of non-legacy workshops in the region, and inform the human resources and social security and rural revitalization departments at the same level, and submit them to the Ministry of Culture and Tourism.
