On August 1st, Sichuan Disaster Reduction Center, Chengdu Institute of High-tech Disaster Reduction, Sichuan Key Laboratory of Earthquake Early Warning and Multi-hazard Early Warning and other units jointly held the online press conference of "Small Program of Earthquake Early Warning and Multi-hazard Early Warning".
The reporter learned that 10,000 volunteers will be invited to experience the accurate early warning and targeted reminder programs for disasters, and through the volunteer experience and feedback of the dynamic risk early warning service of natural disasters with accurate space to towns and even villages, it will help improve the early warning technology and services for disasters, help realize "from disaster rescue to pre-disaster prevention", reduce casualties and prevent secondary disasters.
In 2020, Sichuan Disaster Reduction Center, Emergency Command Center of Provincial Emergency Management Department, Wenchuan County Government and Chengdu Institute of High-tech Disaster Reduction jointly established a multi-disaster early warning demonstration county project in Wenchuan County. In recent years, through continuous technological innovation, the accuracy of short-term and imminent warning information of landslides, mudslides and mountain torrents has been jointly improved, and the multi-disaster early warning applet has finally been successfully launched today, further exploring the targeted service of accurate early warning information, which is also a supplementary and auxiliary means for early warning information issued by government departments at all levels. In the future, Sichuan Disaster Reduction Center will promote the access of multi-disaster early warning programs to grass-roots government departments, help relevant government departments to timely, effectively and accurately transmit disaster early warning information, serve the broad masses of the people, continuously promote the comprehensive monitoring and early warning of natural disasters in Sichuan Province, and improve the ability of disaster monitoring and early warning. At the same time, the launch of this small program is one of the measures to implement the "Technical Specification for Early Warning Information Release of Multi-disaster Natural Disasters in Sichuan Province" issued in May this year.
In the past, the key problems in the field of disaster early warning were that the early warning information was "ten defenses and nine empty", and there were many false reports, "the wolf came" and "the wolf came old", which led to the lack of people’s willingness to evacuate voluntarily. In order to solve this problem, Chengdu Institute of High-tech Disaster Reduction, Sichuan Disaster Reduction Center, Sichuan Defense Institute and other units have continued.
In the past 11 years, the core technology of multi-hazard early warning has been specially developed, and the monitoring data based on geosynchronous satellites, meteorological radars and surface monitoring stations have been adopted. Through the close combination of risk early warning, monitoring early warning and monitoring alarm, the early warning information has been updated in a rolling way, which has significantly improved the accuracy of the early warning information of landslides, mudslides and flash floods. The small program released this time will explore the targeted release technology and service of multi-hazard risk early warning information, and continuously improve the reliability of early warning technology through feedback.
Different from the previous mode of issuing early warning information to those responsible for hidden dangers, as a supplement to the early warning information issued by various government departments, this small program will explore providing grassroots people with risk early warning tips with accurate space to towns and even villages, and get through the "last meter" of disaster early warning. At present, the small program has been initially connected to the early warning information issued by government departments. It is worth emphasizing that responsible persons and people at all levels need to listen to the early warning information of government departments at all levels to avoid risks scientifically.
